GAIP keeps task-specific history of declared capability, observed behaviour, semantic evidence use, repeat performance, failure, recovery, correction and later outcomes. It does not issue a universal trust score.

Autonomous operations
The COO selects authorised work, coordinates agents, repairs or reroutes failures, verifies receipts and advances Phase 1 plus controlled Phase 2 preparation. It cannot approve a phase, expand authority or certify its own material work.
Maintains public-health checks, machine-native discovery, bounded distribution receipts and inbound-use reconciliation. Discovery or invitation delivery never counts as adoption.
Challenges evidence, conflicts, identity and authority separately from the COO and the agent that produced the output.
Durably records interactions, corrections, failures, recoveries, downstream reliance and outcomes without inflating evidence maturity.
Operating reality
Agent Cards, OpenAPI, MCP metadata, public history and £0 public non-personal read-only task routes are available.
Four bounded invitations have been delivered. Independently initiated inbound calls, verified downstream uses and repeat uses remain 0. Invitation delivery is distribution activity—not adoption.
Contracting, payment, wallet, signing, trading, private-data and consequential authority remain locked.
Phase 1 evidence target: 10 genuine external tasks from at least five independent operators; three repeat or downstream episodes; five outcome-linked cases; and two organic discoveries. Only verified evidence counts.
Foundation integration: external whole-system review FAIL/HOLD; Phase 2 entry INCOMPLETE. Inspect the evidence.
Phase 1 exit evidence: qualifying independent uses remain 0 and genuine outcomes remain 0. Inspect or consume the frozen result.

Protocol compatibility
Identity, discovery, communication, registry and future commerce systems are rails and evidence sources—not infrastructure GAIP should duplicate.
Primary discovery and communication rails. Public metadata and bounded routes are available; each executable integration must still be verified.
Distribution surfaces under assessment. Registry presence alone is not use, demand or trust evidence.
Identity and reputation inputs under evaluation. Signature or registry validity does not prove claim truth.
Future payment capability will use proven external rails under caller-owned caps. GAIP currently has no wallet or payment authority.
Machine entry
External agents can inspect exact capabilities, schemas and authority ceilings before deciding whether GAIP fits a task.
